Public Procurement Intelligence for Bidders with Palantir

The public sector publishes hundreds of tenders every day through RSS feeds, newsletters, and heterogeneous PDFs, making manual tracking an unmanageable task. Mahou San Miguel faced the challenge of losing business opportunities due to the inability to process all this documentation on time. Critical information remained trapped inside PDFs and newsletters that were difficult to exploit, teams spent a disproportionate amount of time filtering requirements, budgets, and locations, and the absence of a structured historical record made it impossible to analyze competitor behavior or extract lessons learned from closed tenders. Together, this scenario limited the company's capacity to make fast, informed decisions about where to compete and with what proposal.
WhiteBox has developed a complete ingestion and processing pipeline on Palantir for public tenders. The system captures publications in real time from RSS feeds associated with the categories relevant to the Beer and Water businesses, and applies artificial intelligence models to process the PDFs and extract key fields in a structured way, integrating them into an ontology that unifies all the information within a coherent data model. On top of this foundation, we have implemented an analytical agent that automatically classifies and filters every tender according to its status and the strategic criteria defined by each business line, enriching the analysis with competitive intelligence drawn from the history of closed tenders. The result is a platform that turns a flow of scattered documents into a single, actionable dashboard.
The solution provides Mahou San Miguel with a consolidated, real-time view of the relevant public opportunities, drastically reducing the time spent on manual search and filtering, and eliminating the risk of missing tenders due to processing delays. Structuring the information within a common ontology enables cross-cutting analyses and allows the company to respond to each opportunity with greater agility and sharper criteria. In addition, the structured historical record of closed tenders unlocks a new layer of competitive intelligence, helping the company understand market dynamics, anticipate competitor moves, and steer its commercial strategy based on evidence rather than intuition.
